One of our more narrow Wedge Pillows would likely be sufficient if placed on the side he tends to lean toward, but this may seem a bit "constricting" if he prefers the full amount of space side-to-side in his recliner.

We have pre-op Knee and hip clinics at our hospital and require a pice of equipment which measures the height of a person's knee from the floor. Is there anything like this available please?

Our Mechanical Stadiometer is a wall-mounted unit.  If mounted to measure from floor level, it will be able to measure up to 55 inches.  The patient could stand beside the unit instead of under the unit and then the knee height could be measured.
