where do you recommend putting the swivel wheels and the tracking wheels for best handling

Does this chair ascend stairs also we have stairs in our home. I am not able to bring my elderly mother in law up or down stairs in her wheel chair as it cant make the turn at our landing. I need someway to go up and down at least until we move to a single level home.
