Does the seat swivel,if not,do the arm rest's lift up so I can sit from side and swing my legs in.I have multiple sclerosis and have limited movement in legs.

Gary,

This scooter does allow the seat to be rotated 360° and locked at any 45° angle.  The armrests also flip up by pulling up the end of the rest.

 It is fairly easy.  This is an old remedy. My mother used to do this to us when we were kids.  As I recall, it worked pretty well, but your back looks like a leopard skin afterwards from the suction.  The effect only last for a little bit.
