Is this razor designed to be used for dry shaving on a female face? Was recommended to use that way by dermatologist but razors become dull after only three shaves and hair is not course. After 3 uses razors cause redness around corners of mouth and seems to pull at hair and not cut well. Any suggestions?

You are most likely using a disposable razor which are single use. You would either have to upgrade to a higher quality razor which are available over the counter or dispose of the razor after each use.
