Need this product to use at my sons school. Pls clarify how this is placed on the toilet seat -- "snaps onto toilet bowl". Do you have to raise toilet seat and then secure or does it rest on top of seat Since it will be used in a "public" stall, raising the toilet seat andsecuring may be unsanitar
